State legislatures across the country faced big challenges entering the 2021 session: the COVID-19 pandemic, vaccination implementation, a struggling economy and the resulting reduced tax revenues and budgets, efforts to address systemic racism across multiple issues from health care to criminal justice reform.
Instead of prioritizing these challenges, we saw a record-breaking year of anti-transgender legislation being introduced. Thirty-three states introduced more than 100 anti-transgender rights bills across the country.
